Est 3:12  Then the king’s scribes were called on the thirteenth day of the first month, and it was written according to all that Haman had commanded to the king’s satraps, and to the governors who were over every province, and to the rulers of every people of every province, according to its writing, and to every people according to their language. It was written in the name of King Ahasuerus, and sealed with the king’s ring.
Est 3:13  And the documents were sent by the runners into all the king’s provinces, to destroy, to kill, and to cause to perish, all Jews, both young and old, little children and women, in one day, on the thirteenth of the twelfth month, which is the month Adar, and to take what they owned for a prize.

Est 9:22  as the days in which the Jews rested from their enemies, and the month which was turned to them from sorrow to joy, and from mourning into a good day, to make them days of feasting and joy, and of sending portions to one another, and gifts to the poor.
Est 9:23  And the Jews undertook to do as they had begun, and as Mordecai had written to them,
Est 9:24  because Haman the son of Hammedatha the Agagite, the one distressing all the Jews, had plotted against the Jews to destroy them, and had cast Pur, that is, the lot, to torment them and to destroy them.
Est 9:25  But when Esther came to the king, he commanded by the letter, Let this evil plot which he plotted against the Jews return on his own head; and they hanged him and his sons on the wooden gallows.
Est 9:26  On account of this they called these days Purim, after the name of Pur. For on account of this all the words of this letter, and what they saw concerning this matter, and what had touched them,

Treasury of Scripture Knowledge
Pur: The word pur seems to be derived either from the Persian bahr and bar, a part, portion, lot, or pari, anything which happens fortuitously or fortunately; whence the annual festival in commemoration of the wonderful deliverance of the Jews from their enemies was called Purim, or in Arabic and Persian, Fuhr, or Lots; which has been observed by them, in all places of their dispersion, from that day to the present time, without any interruption. This judgment is associated with appointed times.

Act 4:28  For to do whatsoever thy hand and thy counsel determined before to be done.

Acts 4:26-28 is referring back to Psalm 2, which can be applied today to those who seek to implement a ‘new world order.’  The kingdom of antichrist.  This plan has been active for many years and many attempts have been made, and many plans and times set for this ‘kingdom’ to be set up.  But every attempt has failed.  Why?  Because God is in control.

The lot is associated with voting.  Ultimately, God is in control of who is elected.  The only thing that is in control of the voter is who he is going to support, and lifting up his voice to the LORD for a particular candidate.  The English word ‘ballot’ comes from the Italian word ‘pallotte’ which means a ball, which used to be used in secret voting.  This is precisely the same meaning in Hebrew of the lot, גרל ‘goral.’

The lot is also associated with ‘chance’ and ‘luck.’  The concept of luck and chance is not found in Scripture, the closest thing to this idea is the Hebrew word  מקרה ‘miqre’ which means an event or happening.  Translated in some cases as ‘chance’ (1Samuel 6:9).  מקרה ‘miqre’ comes from the root קר ‘qar’ which literally means a gathering of heads, a meeting.   מקרה ‘miqre’ is also translated as ‘framework’ or a ‘building’ (Ecclesiastes 10:18).  A building comes together by a designer, not by chance or luck.

God is in control of the governments of the world
Joh 3:27  John answered and said, A man is able to receive nothing unless it has been given to him from Heaven.
Joh 19:11  Jesus answered, You would have no authority against Me, not any, if it were not given to you from above. Because of this, the one delivering Me to you has a greater sin.

Jer 27:5  I have made the earth, the man, and the animals on the face of the earth by My great power and by My outstretched arm; and I have given it to whom it seemed right in My eyes.

The origin of the English word ‘government’ traces back to the Hebrew word כן ‘ken’ which means the root or stalk of a plant or the base or foundation of a building.  Literally כן ‘ken’ means the ‘opening of a seed.’  As seen above, this is the same meaning of פור ‘pur.’  Men may make plans.  Men may believe in chance or luck.  Men may establish governments for their own wicked devices, but in the end, God is in control.

Dan 2:20  Daniel answered and said, Blessed be the name of God for ever and ever: for wisdom and might are his:
Dan 2:21  And he changeth the times and the seasons: he removeth kings, and setteth up kings: he giveth wisdom unto the wise, and knowledge to them that know understanding:
